The requirement is to compare and contrast data. It comes as columns representing categories.
It's like a pizza divided into different categories. It comes as comparing, contrasting, and changing over time.
A plot represents a trend as decreasing or increasing data over a given time.

Introduction:
Neglect the extra information, and only focus on the details given in the question, as well as a description of the plot if there were found. For example, units, categories, and names.
Overview:
It's the most important part, because the examiner is looking for it. Believe me, your band score depends on this. While writing the overview, focus on the key feture and do not mention data; you just describe the behavior.
To make it easy on you, record the trend by pointing to the maximum and minimum trend. between the (+) sentence use (similarly, as well as, following). While mentioning the (-) sentence use (While, however, in contrast, on the other hand, in contradiction).
You can change the country by nationality, in terms of paraphrasing.
Body paragraph:
There are two main bodies: Body 1 + Body 2. The information included in these two paragraphs should be divided and organized wisely.
Body 1: usually contains the first highest values with respect to the first categories.
Body 2: the rest of the data with respect to the second category.
How to start?
In terms of (mention category), [data] as opposed to [data]. The [data] was higher/lower than [data] (about $ and $ respectively) etc....
On the other hand/In contrast......, mention the other category.
For the introduction paragraph: The chart illustrates,
For the Overall paragraph: expenditure, increased, decreased, declined steadily, raised, In contrast, However, but, peaked, popped up, steadily, the period, fluctuated, despite this, received, dominance, in fact, by far
Body paragraph 1+2: under, below, a round, roughly, jump, slight-increase or decrease, fell, resurgence, receding, approximately, significantly, falling back, returns, dramatic, just below, manufacturies, respectively, notable, the remaining
Divide the chart into two patterns: observe the pattern that has more dominance or trending like increasing by over time or decreasing, fluctuate data, or different starting points.
Writing an introduction: In the introduction, try to write the categories if it's not mentioned in the question.
Paraphrase: From the question you have you can write the first paragraph by paraphrasing the question, replace words with synonyms. Don't worry to repeat some words.
After the introduction, start with an Overall: Don't mention the details just touch the surface by describing the behavior.
For paragraph 1: you can start by writing "on the one hand" or you can mention the thing by itself, and in this paragraph, you need to mention the details including years, periods, and counts.
For paragraph 2: you can start by writing "on the other hand" or you can mention the thing by itself, and in this paragraph, you need to mention the details, including years, periods, and counts.
